REGULAR MEETING
JULY 13, 1992
ADOPTED this 13th day of July, 1992.
ADOPT RESOLUTION NO. 28-1992 -
CITY OF SOUTH BEND
BOARD OF PUBLIC WORKS
s/John E. Leszczynski
s/Mary Hall Mueller
ISCAL
"'•" y""' 1" cuv tuvtvl±AZJJ PUSLA AT THE NE CORNER OF
IRONWOOD AND INWOOD ROADS
Mr. Larry Magliozzi, Senior Planner, Department of Economic
Development, advised the Board that submitted for their
consideration is a Resolution which adopts a written fiscal plan
and establishes a policy for the provision of services to an
annexed area in Penn Township. Mr. Magliozzi noted that this is
a voluntary annexation for development of a single family
subdivision. Mr. Magliozzi further noted that the property in
question is located at the northeast corner of Ironwood and
Inwood Roads and consists of 36.02 acres. The parcel is
currently vacant but is proposed to be developed along with
additional land to the north already in the City into a
subdivision of approximately forty-five (45) to fifty (50)
single-family lots. Access to the site will most likely be from
Inwood and Topsfield Roads.
Mr. Magliozzi advised that the infrastructure needs of the
proposed development will be provided by the developer and the
City does not anticipate any need for City funds. On -going
maintenance will be provided by the existing City workforce.
In response to a question from Mr. Leszczynski, Mr. Magliozzi
stated that the Police Department will have an additional cost of
$4,800.00 per year to provide services to this area. Funding for
this additional service will be provided from the City's general
fund.
Therefore, Mrs. Mueller made a motion that the Resolution be
adopted. Mr. Leszczynski seconded the motion which carried and
the following Resolution No. 28-1992 was adopted:
RESOLUTION NO. 28-1992
RESOLUTION OF THE BOARD OF PUBLIC WORKS
WRITTEN F
POLICY FOR THE PROVISION OF SERVICES To
WHEREAS, there has been submitted to the Common Council of
the City of South Bend, Indiana, an ordinance which proposes the
annexation of the hereinafter described real estate located in
Penn Township, St. Joseph County, Indiana; and
WHEREAS, the territory proposed to be annexed is vacant land
located in Penn Township, on the north side of Inwood Road,
approximately 1,500 feet east of Ironwood Road, and is proposed
to be developed along with additional land to the north already
within the City of South Bend into a subdivision of approximately
45 to 50 single-family lots. The proposed development of the
territory proposed to be annexed will require a level of
municipal public services basic to the establishment and
maintenance of such development, which services shall include
services of a non -capital nature, including street and road
maintenance, and services of a capital improvement nature,
including street construction, street lighting, sewer facilities,
1
IJ
1
