Mr. Caldwell seconded the motion which <br />carried. <br />DENY REQUEST TO PURCHASE CITY -OWNED PROPERTY LOCATED AT THE N.E. <br />CHAP <br />Mr. Leszczynski reminded members of the Board that on June 28, <br />1993, Mr. Shane A. Sult, Onsite Graphics, 3229 Cabot, South Bend, <br />Indiana, advised that he was interested in purchasing the City - <br />owned property at the northeast corner of Chapin and Western <br />Avenue in order to place a laundromat on these three (3) lots. <br />Mr. Leszczynski indicated that the Board is now in receipt of <br />recommendations from various City department and bureaus <br />concerning this property. The Department of Community and <br />Economic Development advised that they do not favor sale of this <br />property. They noted that the Board of Directors of the West <br />Washington -Chapin Revitalization Project, Inc., and other <br />neighborhood residents have been actively planning for the <br />revitalization of the entire commercial strip between Western <br />Avenue and West Washington Street for the last six (6) months. <br />While they have not made any decision as to the exact type of uses <br />they might like to see develop on these lots or the rest of Chapin <br />Street, they have come to see this corner as an integral part of <br />the overall development of the Chapin Street commercial district. <br />Therefore, Mrs. Mueller made a motion that the request to purchase <br />this property be denied. Mr. Caldwell seconded the motion which <br />carried. <br />APPROVE REQUESTS: <br />- TO CLOSE ACADEMY PLACE, FROM RIVERSIDE DRIVE TO INGLEWOOD, FOR <br />BLOCK PARTY - AUGUST 15, 1993 <br />- TO CLOSE BADER AVENUE, FROM GREENLAWN TO COQUILLARD DRIVE, <br />FOR NEIGHBORHOOD BLOCK PARTY - AUGUST 14, 1993 <br />- OF STUDEBAKER NATIONAL MUSEUM TO CLOSE PORTIONS OF SOUTH STREET <br />AND LAFAYETTE BLVD., IN CONJUNCTION WITH CARRIAGE AND WAGON SHOW <br />- AUGUST 29, 1993 <br />It is noted that Ms. Mary Olen, 1246 Academy, South Bend, Indiana, <br />submitted an Application For Use Of And Blocking Of Access To <br />Public Right -of -Way For A Party Or Similar Event, requesting that <br />Academy Place, from Riverside Drive to Inglewood Place, be closed <br />from 2:30 p.m. to 9:00 p.m. on Sunday, August 15, 1993 for a block <br />party. <br />Additionally, Mr. Patrick McMahon, 1805 Bader, South Bend, <br />Indiana, submitted an Application For Use Of And Blocking Of <br />Access To Public Right -of -Way For A Party Or Similar Event, <br />requesting that Bader Avenue, from Greenlawn to Coquillard Drive, <br />be closed from 1:00 p.m. to 9:00 p.m. on Saturday, August 14, <br />1993, for a neighborhood block party. <br />Mr. Leszczynski noted that the Board is in receipt of favorable <br />recommendations from the various departments and bureaus that have <br />reviewed these requests. <br />Also, on July 26, 1993, the Studebaker National Museum submitted <br />to the Board a request to close South Street, from Main to <br />
