REGULAR MEETING <br />FEBRUARY 15, 1993 <br />APPROVE AMENDMENT TO 1993 HOLIDAY SCHEDULE FOR CITY EMPLOYEES.' <br />Mr. Leszczynski noted that Mayor Joseph E. Kernan has submitted <br />to the Board a recommendation to amend the 1993 Holiday Schedule <br />to reflect the designated day observed by City offices for <br />Memorial Day from Monday, May 24 to Monday, May 31, 1993. This <br />change more accurately reflects the actual day Memorial Day will <br />be observed nationally. Mr. Caldwell made a motion that the <br />recommendation be accepted and approved. Mrs. Mueller seconded <br />the motion which carried. <br />APPROVE CONSENT TO ANNEXATION AND WAIVER OF RIGHT TO REMONSTRATE <br />Mr. Leszczynski stated that the Board is in receipt of'a Consent <br />to Annexation and Waiver of Right to Remonstrate as submitted by <br />John M. & Rita Treash, 159 Weber Street, South Bend, Indiana. <br />The Consent indicates that in consideration for permission to tap <br />into the public sanitary sewer system of the City, to provide <br />sanitary sewer service to 159 Weber Street, South Bend, Indiana, <br />(Key #03-1156-7244), the Treash's waive and release any and all <br />right to remonstrate against or oppose any pending or future <br />annexation of the property by the City of South Bend. Therefore, <br />Mr. Leszczynski made a motion that the Consent be approved. Mrs. <br />Mueller seconded the motion which carried. <br />AWARD BID - ONE (1) EIGHTEEN FOOT (181) COMPOST TURNING MACHINE <br />In a letter to the Board, Mr. Jack Dillon, Director, Division of <br />Environmental Services, on behalf of the Department of <br />Sanitation, advised that they recommend the award of the bid of <br />Best Equipment Company, 2804 North Catherwood Avenue, <br />Indianapolis, Indiana, for one (1) Model 1800S, eighteen foot <br />(181) Cobey Compost Turning Machine. Mr. Dillon noted that Best <br />Equipment submitted the low bid of $158,340.00 for this <br />equipment. However, it is also recommended that the Board <br />approve and award options of floatation tires for $1,442.00 and <br />large hydraulic drive motors for the wheels in the amount of <br />$1,869.00 bringing the total award to $161,651.00. <br />Mr. Dillon noted that the decision to purchase the Cobey Compost <br />turner was based upon the lowest bid price and a comparison of <br />two (2) manufacturers represented during an on -site <br />demonstration. Coby's strengths are as follows: <br />1. Superiority of processing the size of windrows used at <br />the Organic Resource Facility with Cobey not once <br />becoming "stuck" in the windrows. <br />2. Heavier total operating weight (Cobey being 4,500 lbs. <br />heavier). <br />3. Drum thickness of 1/2-inch thick steel versus 3/8 inch. <br />4. Steel lined tunnel versus rubber lining. <br />5. Larger hydraulic oil tank, 100 gallons versus 75 gallons. <br />6. Separated engine and hydraulic oil coolers. <br />7. Superior muffler and sound suppression system <br />Mr. Leszczynski indicated that the Board is in receipt of a <br />letter from Best Equipment stating that the bid price of <br />$158,340.00 includes the Cummins NTA855P, 450 h.p. engine. <br />Therefore, Mr. Caldwell made a motion that the recommendation be <br />accepted and the bid be awarded as outlined above. Mrs. Mueller <br />seconded the motion which carried. <br />AWARD QUOTATION - PAINTING OF INTERIOR/EXTERIOR SURFACES <br />AT COVELESKI STADIUM <br />In a Memorandum to the Board, Ms. Betsy Harriman, Administrative <br />Director, Department of Public Parks, recommended that the Board <br />award the low Quotation of Orisich Construction, 16350 Shamrock <br />Drive, Mishawaka, Indiana, in the amount of $8,974.00 for the <br />above referred to project. Ms. Harriman noted that they have met <br />
