REGULAR MEETING OCTOBER 3. 1994 <br />The regular meeting of the Board of Public Works was convened at 9:34 a.m. on Monday, October <br />3, 1994, by Board President John E. Leszczynski, with Mr. Leszczynski and Mr. James R. Caldwell <br />present. Mrs. Jenny Pitts Manier arrived at the meeting at 9:37 a.m. Also present was Board <br />Attorney Anne Bruneel. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, a Consent to <br />Annexation and Waiver of Rights to Remonstrate was added to the agenda at this time. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the minutes of the <br />regular meeting of the Board held on September 26, 1994, were approved. <br />PUBLIC HEARING - PROPOSED LEASE AGREEMENT - NEIGHBORHOOD PARTNERSHIP <br />CENTER - 90131 ST STREET <br />Mr. Leszczynski advised that this was the day set for the Board's Public Hearing on the proposed <br />Lease Agreement for the Neighborhood Partnership Center at 901 31 st Street. Mr. Leszczynski <br />asked that at this time recommendations in support of or opposition to the issuance of the Lease <br />Agreement would be heard. <br />Mr. Phil Niswonger, 741 South 30th Street, South Bend, was present, and informed the Board that <br />the Neighborhood Partnership, to be located at 901 S. 31 st Street in the River Park Neighborhood <br />is an excellent opportunity to improve the reputation of River Park, maintain safety, and help River <br />Park grow. As a River Park resident, Mr. Niswonger informed the Board that the response of the <br />residents is favorable in executing a Partnership Center, which will benefit the neighborhood, as well <br />as the City of South Bend. <br />There being no one to address the Board in opposition to the Lease Agreement, Mr. Leszczynski <br />inquired of the Board if they had any comments or discussion. Mr. Jim Caldwell informed the Board <br />that the Neighborhood Partnership Center, to be located at 901 31 st Street is a positive effort in the <br />River park neighborhood. There being no further discussion, Mr. Leszczynski made a motion to <br />approve the Lease Agreement. Mr. Caldwell seconded the motion which carried. <br />OPENING OF BIDS - CLEVELAND ROAD IMPROVEMENTS - BENDIX TO PORTAGE - <br />PROJECT NO. 94-48 <br />This was the date set for receiving and opening of sealed bids for the above referred to project. The <br />Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient. The following bids were opened and publicly read: <br />WALSH & KELLY <br />24358 State Road 23 <br />South Bend, Indiana 46614 <br />Bid was signed by Douglas V.
