Wiff MEETING MAY 16, 1994 FAVORABLE RECOMMENDATION - VACATION PETI'. : 1ST E/W _ALLEY S. O: E. PLEASANT STREET Mr. L szczynski indicated that the Common Council has submitted to the Board a Vacation Petition as completed by Lawrence E. Prout, 1218 South 27th Street, South Bend, Indiana, to vacate the following alley: he first east/west alley south of E. Pleasant Street from he east right-of-way line of S. Twenty-seventh Street to the est right-of-way line of the first intersecting north/south lley east of S. Twenty-seventh Street for a distance of pproximately 155 feet and a width of approximately 14 feet. art located in Twin City Realty Subdivision of Lot C in the ity of South Bend, Indiana. Mr. Leszczynski advised that the Board is in receipt of favorable recommendations concerning this Vacation Petition from the Police Department, Fire Department, Division of Engineering, Division of Environmental Services, Department of Community and Economic Development and the Area Plan Commission. Therefore, Mr. Leszc ynski made a motion that the Board send a favorable recommendation to the Common Council concerning this Vacation Petition. Mrs. Manier seconded the motion which carried. APPROVE REQUESTS TO ADVERTISE FOR THE RECEIPT OF BIDS UNKER BOOTS HELMETS GLOVES ANEY STREET SIDEWALK CURB AND APPROACH REPAIRS - SOUTHEAST ARTNERSHIP CENTER SERVICE AREA Fire hief Luther Taylor requested that the Board advertise for the r ceipt of bids for two hundred fifteen (215), more or -less, of each of the following: Firefighter Lug Sole Insulated Bunker Boots (pairs) Firefighter Helmets Firefighter Gloves (pairs) Chief Taylor noted that the method of funding will be from the Emergency Medical Services Capital Improvement Fund. Additionally, Mr. Carl P. Littrell, Director, Division of Engineering, requested that the Board advertise for the receipt of bids for the Haney Street Sidewalk, Curb and Approach Repairs Project - Southeast Partnership Center Service Area. Mr. Littrell noted that the specifications for this project are being prepared by the Division of Engineering. Mr. Lelszczynski made a motion that both of these requests be approv d. Mrs. Manier seconded the motion which carried. AWARD BIDS/REJECT BIDS/APPROVE REQUEST TO READVERTISE FOR THE RECEIPr OF BIDS - PAINT AND PAINT SUPPLIES Mr. Ge rge Zana, Purchasing Manager, Division of Equipment Servic s, advised that based on a review of the bids submitted on April 18, 1994, for paint and paint supplies, the following recomm ndations are made: Reject Items 1 through 61 and Item 63 and rebid. The offer for bids was made on a divisible basis. Awarding these items on a divisible basis would result in confusion to the user departments. A product such as a paint roller or paint brush would result in purchasing different sizes or grades of the same product from different vendors. It could potentially allow a department to favor a vendor by selectively purchasing certain sizes or quality of products. 1
