136 REGULAR MEETING MARCH 21, 1994 as well as at off -site sales conducted throughout the state under licenses granted by the Bureau of Motor Vehicles. For various business reasons, including concerns about whether Tranex Car Sales' license from Budget Rent A Car Corporation could be expanded to permit the use of the "Budget Car Sales" name at a second facility that Tranex Car Sales wanted to open in Indianapolis, Tranex Car Sales has adopted the use of the assumed business name "Va1Car Rental Car Sales." Although Tranex Car Sales still is licensed by Budget Rent A Car Corporation to use the "Budget Car Sales" name, its two (2) facilities in Indianapolis, as well as its off -site sales, are now operating under the name "Va1Car Rental Car Sales." Ms. Drybrough stated that she wanted to clarify that the sale going on at the present time is in Fort Wayne and the sale to be held in Goshen will begin this Wednesday. She noted that Va1Car Rental offers a value alternative to the purchase of a new vehicle. Ms. Drybrough welcomed all Board members to come to their sales. She noted that they offer a quality vehicle and the public has the right to make a choice. Mrs. Manier made a motion that this license application be approved. Mr. Caldwell, stated that based on the requirements of the licensing ordinance, he would second the motion. Motion carried. PUBLIC HEARING AND APPROVAL OF TRAN DARRELL & JULIE LEPPER, D/B/A JDL C IENT MERCHANT LICENSE - - SHIPSHEWANA THE ROAD Mr. Leszczynski advised that this was the date set for the Board's Public Hearing regarding the license application for a Transient Merchants license for Darrell & Julie Lepper, d/b/a JDL Corporation - Shipshewana On The Road, 291 North 20th Street, Battle Creek, Michigan. Mr. Darrell Lepper, 3031 Harrison Road, East LeRoy, Michigan d/b/a JDL Corporation - Shipshewana On The Road, 291 North 20th Street, Battle Creek, Michigan, was present with his wife Julie and informed the Board that what they do is rent a facility and bring merchandise into town. He noted that they normally take two (2) to three (3) days for their shows and have a lot of fun. It is noted that the Lepper's have applied for this license in order to conduct "Shipshewana Comes To South Bend" on Saturday, April 9, 1994 from 9:00 a.m. to 6:00 p.m. and on Sunday, April 10, 1994, from 11:00 a.m. to 6:00 p.m. at the Century Center. Mr. Caldwell asked if this show was connected with the town of Shipshewana and was advised by Mr. Lepper that it is not. However, the vendors from the outside market as well as some of store owners are involved in this event. In response to Mr. Leszczynski's question of how long they have been conducting this type of business, Mr. Lepper stated that they have been doing this now for one and one-half (1 1/2) years. There being no one else present wishing to address the Board concerning this matter and no written Memorandum in support of or in opposition to the issuance of the license being received, Mr. Leszczynski closed the Public Hearing on this matter. It is noted that the Board is in receipt of favorable recommendations concerning this license application from the Police Department, Fire Department and the Building Department. Mrs. Lepper stated that she would like to tell the Board that she appreciates the policy the City of South Bend has in place in regards to Transient Merchants. 1
