136 <br />REGULAR MEETING <br />MARCH 21, 1994 <br />as well as at off -site sales conducted throughout the state under <br />licenses granted by the Bureau of Motor Vehicles. For various <br />business reasons, including concerns about whether Tranex Car <br />Sales' license from Budget Rent A Car Corporation could be <br />expanded to permit the use of the "Budget Car Sales" name at a <br />second facility that Tranex Car Sales wanted to open in <br />Indianapolis, Tranex Car Sales has adopted the use of the assumed <br />business name "Va1Car Rental Car Sales." Although Tranex Car <br />Sales still is licensed by Budget Rent A Car Corporation to use <br />the "Budget Car Sales" name, its two (2) facilities in <br />Indianapolis, as well as its off -site sales, are now operating <br />under the name "Va1Car Rental Car Sales." <br />Ms. Drybrough stated that she wanted to clarify that the sale <br />going on at the present time is in Fort Wayne and the sale to be <br />held in Goshen will begin this Wednesday. She noted that Va1Car <br />Rental offers a value alternative to the purchase of a new <br />vehicle. Ms. Drybrough welcomed all Board members to come to <br />their sales. She noted that they offer a quality vehicle and the <br />public has the right to make a choice. <br />Mrs. Manier made a motion that this license application be <br />approved. Mr. Caldwell, stated that based on the requirements of <br />the licensing ordinance, he would second the motion. Motion <br />carried. <br />PUBLIC HEARING AND APPROVAL OF TRAN <br />DARRELL & JULIE LEPPER, D/B/A JDL C <br />IENT MERCHANT LICENSE - <br />- SHIPSHEWANA <br />THE ROAD <br />Mr. Leszczynski advised that this was the date set for the Board's <br />Public Hearing regarding the license application for a Transient <br />Merchants license for Darrell & Julie Lepper, d/b/a JDL <br />Corporation - Shipshewana On The Road, 291 North 20th Street, <br />Battle Creek, Michigan. <br />Mr. Darrell Lepper, 3031 Harrison Road, East LeRoy, Michigan d/b/a <br />JDL Corporation - Shipshewana On The Road, 291 North 20th Street, <br />Battle Creek, Michigan, was present with his wife Julie and <br />informed the Board that what they do is rent a facility and bring <br />merchandise into town. He noted that they normally take two (2) <br />to three (3) days for their shows and have a lot of fun. It is <br />noted that the Lepper's have applied for this license in order to <br />conduct "Shipshewana Comes To South Bend" on Saturday, April 9, <br />1994 from 9:00 a.m. to 6:00 p.m. and on Sunday, April 10, 1994, <br />from 11:00 a.m. to 6:00 p.m. at the Century Center. <br />Mr. Caldwell asked if this show was connected with the town of <br />Shipshewana and was advised by Mr. Lepper that it is not. <br />However, the vendors from the outside market as well as some of <br />store owners are involved in this event. <br />In response to Mr. Leszczynski's question of how long they have <br />been conducting this type of business, Mr. Lepper stated that they <br />have been doing this now for one and one-half (1 1/2) years. <br />There being no one else present wishing to address the Board <br />concerning this matter and no written Memorandum in support of or <br />in opposition to the issuance of the license being received, Mr. <br />Leszczynski closed the Public Hearing on this matter. <br />It is noted that the Board is in receipt of favorable <br />recommendations concerning this license application from the <br />Police Department, Fire Department and the Building Department. <br />Mrs. Lepper stated that she would like to tell the Board that she <br />appreciates the policy the City of South Bend has in place in <br />regards to Transient Merchants. <br />1 <br />
