REGULAR MEETING MAY 211995 <br />The regular meeting of the Board of Public Works was convened at 9:37 a.m. on Monday, May 22, <br />1995, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell and <br />Mrs. Jenny Pitts Manier present. Also present was Board Attorney Anne Bruneel. <br />AGENDA ITEMS ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, Agenda items for <br />Change Orders and Project Completion Affidavits were added. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the minutes of the <br />regular meeting of the Board held on May 15, 1995, were approved. <br />RECOMMENDATION - TRANSIENT MERCHANT LICENSE - VALCAR RENTAL CAR <br />SALES <br />Mr. Leszczynski advised that this was the date set for the Board's recommendation concerning the <br />issuance of a Transient Merchant License, submitted by Mr. Gary L. Levine, 3184 Smokey Ridge <br />Lane, Carmel, Indiana, to conduct a used car sale at K-Mart, 4640 South Michigan, South Bend, <br />Indiana, on Wednesday, June 14, 1995, through Friday, June 16, 1995, from 9:00 a.m. until 9:00 <br />p.m., and Saturday, June 17, 1995, from 9:00 a.m. until 6:00 p.m. Board Member Jim Caldwell <br />stated that he did not review the documentation for the recommendation and requested that the Legal <br />Department review this information. Upon a motion made by Mrs. Manier, seconded by Mr. <br />Leszczynski and carried, the recommendation was tabled until the May 30, 1995 Board of Public <br />Works meeting. <br />PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - LEEPER PARK ART FAIR <br />Mr. Leszczynski advised that this was the date set for the Board's Public Hearing concerning the <br />issuance of a Transient Merchant License, submitted by Ms. Judy Ladd, 16200 Continental Drive, <br />Granger, Indiana, to conduct the Leeper Art Fair at Leeper Park, on Saturday, June 17, 1995, and <br />Sunday, June 18, 1995, for the sale of art works. Mr. Leszczynski noted that favorable <br />recommendations have been received by the Police Department, Fire Department, and the St. Joseph <br />County Building Department. <br />There being no one present wishing to address the Board concerning this matter, the Public Hearing <br />was closed. Therefore, upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and <br />carried, the Transient Merchant License was approved. <br />OPENING OF BIDS - FOUR (4) WHEEL DRIVE UTILITY VEHICLES <br />This was the date set for receiving and opening of sealed bids for the above referred to items. The <br />Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient. The following bid was opened and publicly read: <br />GATES CHEVROLET CORPORATION <br />401 South Lafayette <br />South Bend, Indiana 46601 <br />Bid was signed by Mr. Dave Holland, Fleet Manager <br />Non -Collusion Affidavit was in order <br />Non -Discrimination Commitment form was completed <br />Ten per cent (10%) Bid Bond was submitted <br />.8 <br />Two (2) more or less 1995 Chevrolet full size 4WD suburbans, and as specifications <br />on file, with any exceptions noted below: <br />
