REGULAR MEETING JUNE 10, 1996 <br />The regular meeting of the Board of Public Works was convened at 9:34 a.m. on Monday, June 10, <br />1996, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell and <br />Mrs. Jenny Pitts Manier present. Board Attorney Anne Bruneel was not present. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, an agenda item for <br />a Grant of Perpetual Easement was added. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the minutes of the <br />regular meeting of the Board held on June 3, 1996, were approved. <br />PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - RUM VILLAGE DAY - RUM <br />VILLAGE PARTNERSHIP CENTER <br />Mr. Leszczynski advised that this was the date set for the Board's Public Hearing concerning an <br />application for a Transient Merchant License, as submitted by Mr. Dave Norris, Rum Village <br />Neighborhood Partnership Center, 609 West Indiana Avenue, South Bend, Indiana, to conduct Rum <br />Village Day on Saturday, July 20, 1996, from 8:00 a.m. until 4:00 p.m. on Indiana Avenue between <br />Franklin and Kemble Streets. Mr. Leszczynski stated that favorable recommendations have been <br />received by the Police Department, Fire Department and the Building Commissioner. <br />Mr. Dave Norris, Rum Village Partnership Center, 609 West Indiana Avenue, South Bend, Indiana, <br />was present, and stated that this is the first annual event the Center is holding, and recommended <br />approval. There being no one else present wishing to address the Board concerning this matter, the <br />Public Hearing was closed. Therefore, upon a motion made by Mr. Caldwell, seconded by Mrs. <br />Manier and carried, the Application for a Transient Merchant License was approved. <br />PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - MICHIANA GEM AND MINERAL <br />SOCIETY <br />Mr. Leszczynski advised that this was the date set for the Board's Public Hearing concerning an <br />Application for a Transient Merchant License, as submitted by Ms. Margaret Heinek, 7091 East Park <br />Lane, New Carlisle, Indiana, to conduct a gem show at Century Center, on Friday, August 30, <br />Saturday August 31, 1996, and Sunday, September 1, 1996. Mr. Leszczynski stated that favorable <br />recommendations have been received by the Police Department, Fire Department and the Building <br />Commissioner. <br />Ms. Margaret Heinek, 7091 East Park Lane, New Carlisle, Indiana, was present, and stated that the <br />Society conducts the Gem Shows twice a year, and recommended approval. There being no one else <br />present wishing to address the Board concerning this matter, the Public Hearing was closed. <br />Therefore, upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the <br />Application for a Transient Merchant License was approved. <br />AWARD BID - KETTERING DRIVE STORM SEWER - PROJECT NO 96-20 <br />Mr. Carl P. Littrell, Director, Division of Engineering, advised the Board that on June 3, 1996, bids <br />were received and opened for the above referred to project. After reviewing those bids, Mr. Littrell <br />recommends that the Board award the contract to Selge Construction, 2833 South I Ith Street, Niles, <br />Michigan, in the amount of $185,552.20. The Common Council recently appropriated $300,000.00 <br />from Wastewater revenue to fund this project. Therefore, Mr. Caldwell made a motion that the <br />recommendation be accepted and the bid be awarded as outlined above. Mrs. Manier seconded the <br />motion which carried. <br />AWARD BID - SKID STEER LOADER <br />Mr. Matthew Chlebowski, Director, Division of Equipment Services, advised the Board that on June <br />3, 1996, bids were received and opened for the above referred to equipment. After reviewing those <br />bids, Mr. Chlebowski recommends that the Board award the contract to the low bidder, Hull Lift <br />Truck, Inc., 28747 U.S. 33 West, Elkhart, Indiana, as follows: <br />
