Littrell, Director, Division of Engineering, advised the Board that on August 18, 1997,
bids were received and opened for the above referred to equipment. After reviewing those bids, Mr.
Littrell recommends that the Board award the bid to Louis Gelder and Sons, 4704 Territorial Road,
Benton Harbor, Michigan in the amount of $35,750.00. Mr. Chlebowski stated that this was not the
lowest bidder, and an explanation is listed below:
1. The New Holland 5610S Tractor has a hydraulic pump capacity of 9.7 GPM. Our
specifications ask for a minimum of 18 GPM. This tractor will be running a 96" rear mower
and a 88" side mower, therefore it needs to have a minimum of 18 GPM to run effectively.
2. A 96" rear mower is specified, a 90" rear mower was bid. This would cut down on efficiency.
3. A bid was not received for a 88" right hand mower. Using a comparable price of another
bidder of $11,000 would not make this the low bid received.
