265 <br />REGULAR MEETING <br />DUNE 23, 1997 <br />The regular meeting of the Board of Public Works convened at 9:45 a.m. with Mr. James R. Caldwell and Ms. <br />M. Catherine Roemer present. Board member Carl P. Littrell was not present. Board Attorney Anne Brunel <br />was also present. <br />AGENDA ITEMS ADDED/STRICKEN <br />Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, agenda items for an Agency <br />Agreement with the River Park Neighborhood, a Request for Recommendation for a Rolling Car Parade and <br />Release of Contractor Bond were added to the agenda. Resolution No. 46-1997 - Acceptance of Real Property <br />From South Bend Redevelopment Commission and Resolution No. 47-1997 - Approve Transfer of Real Property <br />to The South Bend Heritage Foundation were stricken from the agenda. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Roemer, seconded by Mr. Caldwell and carried, the minutes of the regular meeting <br />of the Board held on June 16, 1997, were approved. <br />PUBLIC HEARING - PROPOSE FINANCING BY THE CITY OF CERTAIN PUBLIC IMPROVEMENTS <br />TO BE FINANCED BY THE ISSUANCE OF CITY OF SOUTH BEND, INDIANA, COUNTY ECONOMIC <br />DEVELOPMENT INCOME TAX REVENUE BONDS OF 1997 IN AN AGGREGATE PRINCIPAL <br />AMOUNT NOT TO EXCEED SIX MILLION FOUR HUNDRED FIFTY THOUSAND AND 00/100 <br />DOLLARS ($6,450,000.00) <br />Mr. Caldwell advised that this was the date set for the Board's Public Hearing concerning the County Economic <br />Development Income Tax Revenue Bonds of 1997. <br />A representative from Bakers & Daniels, Mr. Randy Rompola, was present. There being no one else present <br />wishing to address the Board concerning this matter, the Public Hearing was closed. Therefore, upon a motion <br />made by Ms. Roemer, seconded by Mr. Caldwell and carried, the proposed financing was approved. <br />OPENING OF BIDS - LEIGHTON PLAZA, PHASE I, MASS EXCAVATION & SHEETING - PROJECT NO. <br />97-57-2 <br />This was the date set for receiving and opening of sealed bids for the above referred to project. The Clerk <br />tendered proofs of publication of Notice in the South Bend Tribtuie and the Tri-County News which were found <br />to be sufficient. The following bids were opened and publicly read: <br />KASER-SPRAKER CONSTRUCTION, INC. <br />25487 West State Road 2 <br />South Bend, Indiana 46619 <br />Bid was signed by Mr. Gary L. Spraker, President <br />Non -Collusion Affidavit was in order <br />Non -Discrimination Commitment form was completed <br />Ten per cent (10%) Bid Bond was submitted <br />BID: $829,300.00 <br />RITSCHARD BROTHERS, INC. <br />1204 West Sample Street <br />South Bend, Indiana 46619 <br />Bid was signed by David A. Reinhold, President <br />Non -Collusion Affidavit was in order <br />Non -Discrimination Commitment form was completed <br />Ten per cent (10%) Bid Bond was submitted <br />BID: $792,000.00 <br />Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the above bids were referred to the <br />Department of Engineering for review and recommendation. <br />OPENING OF BIDS - ABANDONED VEHICLES <br />This was the date set for receiving and opening of sealed bids for the above referred to project. The Clerk <br />tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found <br />to be sufficient.
