REGULAR MEETING MARCH 10, 1997 The regular meeting of the Board of Public Works was convened at 9:36 a.m. on Monday, March 10,1997, by Board Member James R. Caldwell, with Mr. Carl P. Littrell, James R. Caldwell and Ms. M. Catherine Roemer present. Also present was Board Attorney Anne Bruneel. APPROVE MINUTES OF PREVIOUS MEETING Upon a motion made by Mr. Littrell, seconded by Ms. Roemer and carried, the minutes of the regular meeting of the Board held on March 3, 1997, were approved. PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - KRIS SPRINGLE CRAFT SHOW Mr. Caldwell advised that this was the date set for the Board's Public Hearing concerning a Transient Merchant License, as submitted by Ms. Elinor Tyl, 1154 East LaSalle, South Bend, Indiana, to conduct a Kris Springle Craft Show at Union Station, on Sunday March 16, 1997, from 9:00 a.m. to 4:00 p.m., to conduct the sale of handmade arts and crafts. Mr. Caldwell stated that favorable recommendations have been received by the Police Department, Fire Department, Building Commissioner and the City Attorney's office. Ms. Elinor Tyl, 1154 East LaSalle, South Bend, Indiana, was present, and stated that this was the second year for the Kris Springle Craft Show, and recommended approval. There being no one else present v fishing to address the Board concerning this matter, the Public Hearing was closed. Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Littrell and carried, the Application for a Transient Merchant License was approved. OPENING OF BIDS - COLLEGE FOOTBALL HALL OF FAME - EXHIBITRY UPGRADE This was the date set for receiving and opening of sealed bids for the above referred to project. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bid was opened and publicly read: OMNICRAFT INTERNATIONAL 512 West Ireland Road South Bend, Indiana 46614 Bid was signed by Mr. Joseph Schreiber, Owner Non -Collusion Affidavit was in order Non -Discrimination Commitment form was completed Ten per cent (10%) Bid Bond was submitted m Lump Sum - 1997 $40,926.00 Lump Sum - 1998 $40,561.00 Lump Sum - 1999 $40,171.00 Lump Sum - 2000 Lump Sum - 2001 $42,110,00 $51,209.00 Upon a motion made by Mr. Caldwell, seconded by Mr. Littrell and carried, the above bid was referred to Hilferty and Associates for review and recommendation. OPENING OF BIDS - ABANDONED VEHICLES This was the date set for receiving and opening of sealed bids for the above referred to vehicles. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bids were opened and publicly read:
