REGULAR MEETING MARCH 10, 1997 <br />The regular meeting of the Board of Public Works was convened at 9:36 a.m. on Monday, March <br />10,1997, by Board Member James R. Caldwell, with Mr. Carl P. Littrell, James R. Caldwell and Ms. <br />M. Catherine Roemer present. Also present was Board Attorney Anne Bruneel. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Littrell, seconded by Ms. Roemer and carried, the minutes of the regular <br />meeting of the Board held on March 3, 1997, were approved. <br />PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - KRIS SPRINGLE CRAFT SHOW <br />Mr. Caldwell advised that this was the date set for the Board's Public Hearing concerning a Transient <br />Merchant License, as submitted by Ms. Elinor Tyl, 1154 East LaSalle, South Bend, Indiana, to <br />conduct a Kris Springle Craft Show at Union Station, on Sunday March 16, 1997, from 9:00 a.m. <br />to 4:00 p.m., to conduct the sale of handmade arts and crafts. Mr. Caldwell stated that favorable <br />recommendations have been received by the Police Department, Fire Department, Building <br />Commissioner and the City Attorney's office. <br />Ms. Elinor Tyl, 1154 East LaSalle, South Bend, Indiana, was present, and stated that this was the <br />second year for the Kris Springle Craft Show, and recommended approval. There being no one else <br />present v fishing to address the Board concerning this matter, the Public Hearing was closed. <br />Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Littrell and carried, the Application <br />for a Transient Merchant License was approved. <br />OPENING OF BIDS - COLLEGE FOOTBALL HALL OF FAME - EXHIBITRY UPGRADE <br />This was the date set for receiving and opening of sealed bids for the above referred to project. The <br />Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient. The following bid was opened and publicly read: <br />OMNICRAFT INTERNATIONAL <br />512 West Ireland Road <br />South Bend, Indiana 46614 <br />Bid was signed by Mr. Joseph Schreiber, Owner <br />Non -Collusion Affidavit was in order <br />Non -Discrimination Commitment form was completed <br />Ten per cent (10%) Bid Bond was submitted <br />m <br />Lump Sum - 1997 <br />$40,926.00 <br />Lump Sum - 1998 <br />$40,561.00 <br />Lump Sum - 1999 <br />$40,171.00 <br />Lump Sum - 2000 <br />Lump Sum - 2001 <br />$42,110,00 <br />$51,209.00 <br />Upon a motion made by Mr. Caldwell, seconded by Mr. Littrell and carried, the above bid was <br />referred to Hilferty and Associates for review and recommendation. <br />OPENING OF BIDS - ABANDONED VEHICLES <br />This was the date set for receiving and opening of sealed bids for the above referred to vehicles. The <br />Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient.
