REGULAR MEETING NOVEMBER 2, 1998
<br />The regular meeting of the Board of Public Works was convened at 9:37 a.m. on Monday, November
<br />2, 1998, by Board President James R. Caldwell, with Mr. Lewis N. Powell and Ms. M. Catherine
<br />Roemer present. Also present was Board Attorney Michelle Engel.
<br />AGENDA ITEM ADDED
<br />Upon a motion made by Ms. Roemer, seconded by Mr. Caldwell and carried, the 1999 Holiday
<br />Schedule for City Employees was added to the agenda.
<br />APPROVE MINUTES OF PREVIOUS MEETING
<br />Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the minutes of the
<br />regular meeting of the Board held on October 26, 1998, were approved.
<br />PUBLIC HEARING - INTENT TO LEASE PROPERTY AT 205 WEST JEFFERSON AS
<br />GENERAL OFFICE SPACE
<br />Mr. Caldwell advised that this was the date set for the Board's Public Hearing concerning the intent
<br />to lease property at 205 West Jefferson as general office space. The Board approved Resolution No.
<br />92-1998 declaring the City of South Bend's intent at a previous meeting.
<br />There being no one present wishing to address the Board concerning this matter, the Public Hearing
<br />was closed. Therefore, upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried,
<br />the Lease Agreement was approved.
<br />PUBLIC HEARING - LICENSE APPLICATION FOR TRANSIENT MERCHANT - KRIS
<br />KRINGLE CRAFT SHOW
<br />Mr. Caldwell advised that this was the date set for the Board's Public Hearing concerning a License
<br />Application for a Transient Merchant, as submitted by Ms. Elinor Tyl, 1963 Piedmont Way, South
<br />Bend, Indiana, to conduct the Kris Kringle Craft Show at Union Station, South Bend, Indiana, on
<br />November 29, 1998. Favorable recommendations have been received by the Police Department, Fire
<br />Department, Building Commissioner and the Legal Department.
<br />Ms. Elinor Tyl, 1963 Piedmont Way, South Bend, Indiana, was present, and recommended approval.
<br />There being no one else present wishing to address the Board concerning this matter, the Public
<br />Hearing was closed. Therefore, upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and
<br />carried, the License Application was approved.
<br />PUBLIC HEARING - LICENSE APPLICATION FOR CERTIFICATE OF PUBLIC
<br />CONVENIENCE - SHAMROCK CAB COMPANY
<br />Mr. Caldwell advised that this was the date set for the Board's Public Hearing concerning a License
<br />Application for a Certificate of Public Convenience, as submitted by Mr. William O'Brien, 3312
<br />Hedge Maple Court, South Bend, Indiana, to operate a taxi cab company. Favorable
<br />recommendations have been received by the Police Department. Equipment Services noted that they
<br />would need to reinspect the two vehicles from his company. Previously, they were inspected and
<br />approved for service under University Cab Company. New numbers and the Company name would
<br />need to be placed on the vehicles. The Legal Department has stated that his current Certificate of
<br />Insurance has expired, and a new Certificate of Insurance be submitted.
<br />Mr. William O'Brien, 3312 Hedge Maple Court, South Bend, Indiana, was present, and stated that
<br />he would do an excellent job of running a taxi service. Mr. John Schalliol, Airport Authority
<br />Director, stated to the Clerk of the Board, via telephone, that Mr. O'Brien was a reputable individual,
<br />and that he favorably recommends him for a taxi service. Mr. Caldwell has known Mr. O'Brien for
<br />some time, and was pleased that he had submitted an application for a taxi service. There being no
<br />one present wishing to address the Board concerning this matter, the Public Hearing was closed.
<br />Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Powell and carried, the License
<br />Application was approved.
<br />OPENING OF BIDS - ABANDONED VEHICLES
<br />This was the date set for receiving and opening of sealed bids for the above referred to vehicles. The
<br />Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News
<br />which were found to be sufficient. The following bids were opened and publicly read:
