After reviewing those bids, Captain
Horvath recommends that the Board award the bid as follows:
Bullet Resistant Vests Specifications Number One
No Bullet Resistant Vests will be awarded under this bid specification.
Bullet Resistant Vests Specifications Number Two
No Bullet Resistant Vests will be awarded under this bid specification.
Bullet Resistant Vests Specifications Number Three
No Bullet Resistant Vests will be awarded under this bid specification.
Bullet Resistant Vests Specifications Number Four
The South Bend Police Department requests from the Board of Public Works, the awarding of bid
specifications number four (4) for Level II - GSII Vests only to the Steven R. Jenkins Company,
6680 E 21 Street, Indianapolis, In 46219 (317) 352-0184. This vest met all bid specifications, was
the second lowest bid in its category and passed the required field shooting test. Please note selected
model and vendor on bid tabulation for Bullet Resistant Vest Specification Number Four for Level
II Vest.
Vests (Models D-DMD & D-DMD-2) supplied by Safariland (Zuckenburg Uniform) were determined
not to meet bid specifications in both weight and ballistic material. Safariland Vests Ballistic Material
Weights were determined to be approx. 10-18% more than bid specifications. Safariland Vests were
comprised of Goldflex and Spectra Flex, not the required (lighter and more flexible) Goldflex and
Spectra Flex Plus. The Safariland Vest submitted under this bid specification was actually the lowest
bid but was rejected due to the above listed deviations from mandatory specifications.
Upon a motion made by Mr. Caldwell, seconded by Mr. Powell and carried, the bid was awarded as
outlined above.
AWARD QUOTATION - MAYFLOWER ROAD PHASE II -A - PROJECT NO. 98-13
Mr. Carl P.
