FILING OF CERTIFICATE OF INSURANCE Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the following Certificate of Insurance was accepted for filing: Greeley and Hansen 100 South Wacker Drive Chicago, Illinois 60606 APPROVE CONTRACTOR AND EXCAVATION BONDS Mr. Larry D. Spradlin, Sr., Engineer, Division of Engineering, recommended that the following Contractors and Excavation Bonds be approved as follows: BOND OF CONTRACTOR BE Meredith & Company, Inc. Wayne & Carol Keppler EXCAVATION BONDS Fenner Plumbing, Inc. Newton Hauling & Excavating Approved Effective July 19, 1999 Approved Effective July 19, 1999 Approved Effective JuR 19, 1999 Approved Effective July 19, 1999 Ms. Roemer made a motion that the recommendation be accepted and that the Bonds be approved as outlined above. Mr. Caldwell seconded the motion which carried. INVOKE EMERGENCY POWERS In a memorandum to the Board, Mr. Carl P. Littrell, City Engineer, stated that on July 5, 1999, a section of Cleveland Road approximately1.0 mile west of Bendix sustained a concrete blow-up. An emergency crew was brought in from the Street Department after-hours to barricade mainline Cleveland Road, east and west bound due to the emergency situation. Motorists were detoured to adjacent asphalt shoulders. Due to the existing depth of asphalt shoulders not being able to maintain traffic for an extended length of time, the concrete repair needed to be expedited. Quotations were obtained from three (3) contractors. Walsh & Kelly, South Bend, Indiana, was the low bidder at $7,675.00 and was awarded the contract. The City of South Bend's Traffic and Lighting Department assisted in the project by performing traffic control that reduced the cost of the emergency project. Funding was available through the 1999 Concrete Pavement Repairs, Phase II, Project. No. 99-07. Upon a motion made by Ms. Roemer, seconded by Mr. Caldwell and carried, the emergency powers were approved. APPROVE CLAIMS Ms. M. Catherine Roemer, City Controller, submitted claims in the amount of $2,841,318.98 and recommended approval. Ms. Cleo Hickey, Morris Performing Arts Center, submitted claims for the Morris Performing Arts Center project and recommended approval. Additionally, Mr. Juan Manigault, Executive Director, WDS of Northern Indiana, submitted one (1) list containing claims in the amount of $198,639.65 and recommended approval. Mr. Ken Szulczyk, St. Joseph County Housing Consortium submitted claims for HOME, and recommended approval. I& Caldwell made a motion that the claims be approved and the reports as submitted be filed. Ms. Roemer seconded the motion which carried. L- 1
