FILING OF CERTIFICATE OF INSURANCE <br />Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the following Certificate <br />of Insurance was accepted for filing: <br />Greeley and Hansen <br />100 South Wacker Drive <br />Chicago, Illinois 60606 <br />APPROVE CONTRACTOR AND EXCAVATION BONDS <br />Mr. Larry D. Spradlin, Sr., Engineer, Division of Engineering, recommended that the following <br />Contractors and Excavation Bonds be approved as follows: <br />BOND OF CONTRACTOR <br />BE Meredith & Company, Inc. <br />Wayne & Carol Keppler <br />EXCAVATION BONDS <br />Fenner Plumbing, Inc. <br />Newton Hauling & Excavating <br />Approved Effective July 19, 1999 <br />Approved Effective July 19, 1999 <br />Approved Effective JuR 19, 1999 <br />Approved Effective July 19, 1999 <br />Ms. Roemer made a motion that the recommendation be accepted and that the Bonds be approved <br />as outlined above. Mr. Caldwell seconded the motion which carried. <br />INVOKE EMERGENCY POWERS <br />In a memorandum to the Board, Mr. Carl P. Littrell, City Engineer, stated that on July 5, 1999, a <br />section of Cleveland Road approximately1.0 mile west of Bendix sustained a concrete blow-up. An <br />emergency crew was brought in from the Street Department after-hours to barricade mainline <br />Cleveland Road, east and west bound due to the emergency situation. Motorists were detoured to <br />adjacent asphalt shoulders. Due to the existing depth of asphalt shoulders not being able to maintain <br />traffic for an extended length of time, the concrete repair needed to be expedited. Quotations were <br />obtained from three (3) contractors. Walsh & Kelly, South Bend, Indiana, was the low bidder at <br />$7,675.00 and was awarded the contract. The City of South Bend's Traffic and Lighting Department <br />assisted in the project by performing traffic control that reduced the cost of the emergency project. <br />Funding was available through the 1999 Concrete Pavement Repairs, Phase II, Project. No. 99-07. <br />Upon a motion made by Ms. Roemer, seconded by Mr. Caldwell and carried, the emergency powers <br />were approved. <br />APPROVE CLAIMS <br />Ms. M. Catherine Roemer, City Controller, submitted claims in the amount of $2,841,318.98 and <br />recommended approval. Ms. Cleo Hickey, Morris Performing Arts Center, submitted claims for the <br />Morris Performing Arts Center project and recommended approval. Additionally, Mr. Juan <br />Manigault, Executive Director, WDS of Northern Indiana, submitted one (1) list containing claims <br />in the amount of $198,639.65 and recommended approval. Mr. Ken Szulczyk, St. Joseph County <br />Housing Consortium submitted claims for HOME, and recommended approval. I& Caldwell made <br />a motion that the claims be approved and the reports as submitted be filed. Ms. Roemer seconded <br />the motion which carried. <br />L- <br />1 <br />
