REGULAR MEETING MAY 24, 1999 <br />The regular meeting of the Board of Public Works was convened at 9:35 a.m. on Monday, May 24, <br />1999, by Board Member Lewis N. Powell, with Ms. M. Catherine Roemer present. Also present was <br />Assistant City Attorney Brian Steinke, in the absence of Board Attorney Michelle Engel. <br />ADD AGENDA ITEM <br />Upon a motion made by Mr. Powell, seconded by Ms. Roemer and carried, an Intent to Award the <br />Bid for the Headworks Facility, Wastewater Treatment Plant, was added to the agenda. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Roemer, seconded by Mr. Caldwell and carried, the minutes of the <br />regular meeting of the Board held on May 17, 1999, were approved. <br />PUBLIC BEARING - TRANSIENT MERCHANT LICENSE - `BOOKS ARE FUN" <br />Mr. Powell advised that this was the date set for the Board's Public Hearing concerning an <br />Application for a Transient Merchant License, as submitted by Mr. Joe Saylor, 8686 3rd Road, <br />Bremen, Indiana, to conduct the sale of books, on May 27 and 28, 1999, at the County -City Building, <br />for United Way. Mr. Powell stated that favorable recommendations have been received by the Police <br />Department, Fire Department and the Building Commissioner. <br />There being no one present wishing to address the Board concerning this matter, the Public Hearing <br />was closed. Mr. Powell recommended that as this book sale has previously been held in the County <br />City Building, the Transient Merchant License be approved. Therefore, upon a motion made by Ms. <br />Roemer, seconded by Mr. Powell and carried, the recommendation was approved. <br />PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - RAY' S GUITAR SHOP <br />Mr. Powell advised that this was the date set for the Board's Public Hearing concerning an <br />Application for a Transient Merchant License, as submitted by Mr. Raymundo Garza, 3305 North <br />June Street, Port Clinton, Ohio, to conduct the sale of guitars, on June 6, 1999, from 10:00 a.m. until <br />6:00 p.m., at the Century Center. Mr. Powell stated that favorable recommendations have been <br />received by the Police Department, Fire Department and the Building Commissioner. <br />At the time of the Public Hearing, there was no one present to represent this License Application. <br />Upon a motion made by Ms. Roemer, seconded by Mr. Powell and carried, the Public Hearing was <br />tabled. <br />Mr. Raymundo Garza, 3305 North June Street, Port Clinton, Ohio, was present, and recommended <br />approval. There being no one else present wishing to address the Board concerning this matter, the <br />Public Hearing was closed. Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Powell <br />and carried, the recommendation was approved. <br />OPENING OF BIDS - 1999 STREET MATERIALS - PROJECT NO 99-30 <br />This was the date set for receiving and opening of sealed bids for the above referred to items. The <br />Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient. The following bids were opened and publicly read: <br />ROSE FUELS AND MATERIALS, INC <br />513 East Madison Street <br />South Bend, Indiana 46617 <br />Bid was signed by Mr. R. Boyd Harwood <br />Non -Collusion Affidavit was in order <br />Non -Discrimination Commitment form was completed <br />Ten per cent (10%) Bid Bond was submitted <br />
