t114 1A <br />REGULAR MEETING DECEMBER 8, 2003 <br />Sewer Repair, for the month of November 2003. There being no further discussion, upon a motion <br />made by Mr. Gilot, seconded by Mr. Littrell and carried, the monthly reports were accepted and filed. <br />FILING OF MONTHLY REPORT - WATER WORKS <br />Mr. Bob Krol, Water Works, submitted a report for the Division of Water Works for the month of <br />November 2003. There being no further discussion, upon a motion made by Mr. Gilot, seconded <br />by Mr. Littrell and carried, the monthly report was accepted and filed. <br />FILING OF STATUS REPORT - CLEAN -OUT OF ORGANIC RESOURCES LAGOON NO. 1 <br />Mr. Ken Zmudzinski, Environmental Services, stated the clean -out was a two year project, located <br />on the west end of the Organic Resources Facility near the west boundary of the South Bend Airport. <br />The lagoon was filled with bio-solids in the 1970's, and closed in 1998 by agreement with IDEM. <br />A five-year plan was initiated to clean-up the lagoon, with a December 2003 deadline. To date, <br />approximately 90% of the solids have been removed. 40,000 tons were estimated to be removed, <br />however, 93,000 have been removed. This was due to lime -stabilized sludge, which was unforeseen. <br />Since then, Environmental Services obtained an extension to June 30, 2004. It is estimated at <br />$250,000 to remove the remainder. Environmental Services will meet with IDEM to resolve this <br />matter. Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the Status Report <br />was filed. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the following traffic control <br />devices were approved: <br />New Installation - 20 MPH <br />Navarre, Lafayette to Portage <br />Hospital area; Police <br />Speed Limit Sign <br />Department has flashing <br />speed limit 20 mph on traffic <br />control sign <br />New Installation - No <br />4900 Washington (2 <br />Students from Washington <br />Parking School Days 7-4 <br />locations) <br />High School parking so <br />p.m. <br />residents cannot see. <br />APPROVE AND/OR RELEASE CONTRACTOR AND EXCAVATION BONDS <br />Mr. Anthony Molnar, Engineer, Division of Engineering, recommended that the following <br />Contractors and Excavation Bonds be approved and/or released as follows: <br />BOND OF CONTRACTOR <br />Christian Wood <br />Christian Wood <br />EXCAVATION BONDS <br />Christian Wood <br />Christian Wood <br />Released Effective December 8, 2003 <br />Approved Effective December 1, 2003, <br />Pursuant to Resolution No. 100-2000 <br />Released Effective December 8, 2003 <br />Approved Effective December 1, 2003, <br />Pursuant to Resolution No. :100=2000 <br />Mr. Gilot made a motion that the recommendation be accepted and that the Bonds be approved <br />and/or released as outlined above Mr Littrell` seconded the motion which carried. <br />FILING OF CERTIFICATES OF INSURANCE <br />Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following Certificates of <br />Insurance were accepted for filing: <br />1 <br />LJ <br />1 <br />
