J1 9 g PUBLIC AGENDA SESSION JUNE 19, 2003 The Public Agenda Session of the Board of Public Works was convened at 8:00 a.m. on June 19, 2003, by Board President Gary A. Gilot, with Mr. Carl P. Littrell and Mr. Donald E. Inks present. Also present was Board Attorney Thomas Bodnar. Board of Public Works Clerk Angela Jacob presented the Board with a proposed agenda of items presented by the public and by City staff. AGENDA ITEMS ADDED Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the following items were added to the agenda: - Warranty Deed - Ivy Tech - Lot 2, 2' Minor Subdivision - To Close Street - Block Party - Change Order and Project Completion Affidavit - Tech Data - Landscaping Board members discussed the following item(s) from that list. - Resolution No. 39-2003 - Disposal of City -Owned Property Ms. Cindy Olsen, Curator, Studebaker Museum, stated that three (3) items from the collection at Studebaker Museum were being deaccesioned for several reasons: proper care cannot be given to the item; item is less quality; and restoration would cost more than purchasing a better example of a car. - Change Order - Palais Royale Restoration Mr. Toy Villa, Public Construction Manager, stated funding has been appropriated for the increase in the Change Order. - Discussion - Handicapped Reserved Parking Spaces - Downtown South Bend Mr. Carl Littrell, City Engineer, stated that a Traffic Control Device to add a handicapped reserved parking spaced in the 100 block of Washington is on the June 23, 2003 Board agenda. - Discussion - College Football Hall of Fame Parking Mr. Carl Littrell, City Engineer, stated the Hall of Fame is working with Engineering and the adjacent businesses for employee and patron parking. APPROVAL OF RECOMMENDATION - TO CLOSE STREET - LELAND FROM PORTAGE TO ASHLAND - GRADUATION PARTY Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Park Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Carol Sessom, 750 Leland, South Bend, Indiana, to close the above referred to street to conduct a graduation party on June 21, 2003 from 4:00 p.m. to 11:00 p.m. Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - APPLICATION FOR TRANSIENT MERCHANTS LICENSE - LEEPER PARK ART FAIR Mr. Gilot stated that favorable recommendations have been received by the Fire Department, Police Department, Building Department and the Legal Department for a License Application for a Transient Merchant, as submitted by Ms. Judy Ladd, 16200 Continental Drive, Granger, Indiana, for the Leeper Park Art Show to be held at Leeper Park on June 21 and June 22, 2003, to conduct the sale of find art. that. Therefore, upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the License Application was approved. APPROVAL OF RECOMMENDATION - TO CLOSE STREET - SOUTH FROM MAIN TO LAFAYETTE - STUDEBAKER NATIONAL MUSEUM Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Rebecca Bonham, Studebaker National Museum, 525 South Main, South Bend, Indiana, to close the above referred to street on August 2, 2003, from 7:00 a.m. to 3:00 p.m. Upon a motion made by Mr. Littrell, seconded by Mr. Gilot and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CLOSE STREET - O'BRIEN FROM MARQUETTE TO KELLER - BLOCK PARTY Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police Department and the City Attorney's office, in reference to a request as submitted by Ms.
