J1 9 g <br />PUBLIC AGENDA SESSION JUNE 19, 2003 <br />The Public Agenda Session of the Board of Public Works was convened at 8:00 a.m. on June 19, <br />2003, by Board President Gary A. Gilot, with Mr. Carl P. Littrell and Mr. Donald E. Inks present. <br />Also present was Board Attorney Thomas Bodnar. Board of Public Works Clerk Angela Jacob <br />presented the Board with a proposed agenda of items presented by the public and by City staff. <br />AGENDA ITEMS ADDED <br />Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the following items were <br />added to the agenda: <br />- Warranty Deed - Ivy Tech - Lot 2, 2' Minor Subdivision <br />- To Close Street - Block Party <br />- Change Order and Project Completion Affidavit - Tech Data - Landscaping <br />Board members discussed the following item(s) from that list. <br />- Resolution No. 39-2003 - Disposal of City -Owned Property <br />Ms. Cindy Olsen, Curator, Studebaker Museum, stated that three (3) items from the <br />collection at Studebaker Museum were being deaccesioned for several reasons: proper care <br />cannot be given to the item; item is less quality; and restoration would cost more than <br />purchasing a better example of a car. <br />- Change Order - Palais Royale Restoration <br />Mr. Toy Villa, Public Construction Manager, stated funding has been appropriated for the <br />increase in the Change Order. <br />- Discussion - Handicapped Reserved Parking Spaces - Downtown South Bend <br />Mr. Carl Littrell, City Engineer, stated that a Traffic Control Device to add a handicapped <br />reserved parking spaced in the 100 block of Washington is on the June 23, 2003 Board <br />agenda. <br />- Discussion - College Football Hall of Fame Parking <br />Mr. Carl Littrell, City Engineer, stated the Hall of Fame is working with Engineering and the <br />adjacent businesses for employee and patron parking. <br />APPROVAL OF RECOMMENDATION - TO CLOSE STREET - LELAND FROM PORTAGE <br />TO ASHLAND - GRADUATION PARTY <br />Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Park <br />Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Carol <br />Sessom, 750 Leland, South Bend, Indiana, to close the above referred to street to conduct a <br />graduation party on June 21, 2003 from 4:00 p.m. to 11:00 p.m. Upon a motion made by Mr. Gilot, <br />seconded by Mr. Littrell and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - APPLICATION FOR TRANSIENT MERCHANTS <br />LICENSE - LEEPER PARK ART FAIR <br />Mr. Gilot stated that favorable recommendations have been received by the Fire Department, Police <br />Department, Building Department and the Legal Department for a License Application for a <br />Transient Merchant, as submitted by Ms. Judy Ladd, 16200 Continental Drive, Granger, Indiana, for <br />the Leeper Park Art Show to be held at Leeper Park on June 21 and June 22, 2003, to conduct the <br />sale of find art. that. Therefore, upon a motion made by Mr. Gilot, seconded by Mr. Littrell and <br />carried, the License Application was approved. <br />APPROVAL OF RECOMMENDATION - TO CLOSE STREET - SOUTH FROM MAIN TO <br />LAFAYETTE - STUDEBAKER NATIONAL MUSEUM <br />Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police <br />Department and the City Attorney's office, in reference to a request as submitted by Ms. Rebecca <br />Bonham, Studebaker National Museum, 525 South Main, South Bend, Indiana, to close the above <br />referred to street on August 2, 2003, from 7:00 a.m. to 3:00 p.m. Upon a motion made by Mr. <br />Littrell, seconded by Mr. Gilot and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CLOSE STREET - O'BRIEN FROM MARQUETTE <br />TO KELLER - BLOCK PARTY <br />Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police <br />Department and the City Attorney's office, in reference to a request as submitted by Ms. <br />
