TR15-05) <br />DATE: July 27, 2016 <br />PURPOSE & NEED <br />The purpose of this study was to evaluate the operations and effectiveness of previously <br />implemented traffic control in the Harrison Primary Center (HPC) vicinity to determine if any <br />revisions are necessary to further improve pedestrian safety. Continual calls, from area residents, <br />for revising and even returning to earlier conditions (pre -September 9t" traffic control revisions) <br />prompted this re-evaluation. <br />The area included in this re-evaluation is bound by Western Avenue on the north, Dunham Street <br />on the south, S. Kaley Street on the east and S. Wellington Street on the west. Figure 1 illustrates <br />the currently existing traffic control, as revised in September 2015, within the boundaries of the <br />re-evaluation area. <br />RECOMMENDATION <br />It is recommended that a "basket -weave" pattern of STOP control be set up in this neighborhood <br />to dissuade cut -through and speeding traffic. Intersection sight distances are a problem on Ford <br />Street at its intersection with Wellington Street, Falcon Street, Camden Street, and Bendix Drive. <br />Since this is a residential neighborhood the restriction of parking is not an option, therefore all - <br />way stops are recommended. Figure 2 illustrates the proposed traffic control. <br />With such significant proposed traffic control revisions 25 "New Traffic Pattern Ahead" signs are <br />included in the plan and it is recommended that enhanced conspicuity be used for the new <br />regulatory signs (per IMUTCD reference, attached). Additionally, public outreach and notification <br />is recommended, including: <br />• Contact Councilman Oliver Davis <br />• Coordinate with Department of Community Investment <br />• Prepare an article for the South Bend Tribune <br />• Distribute a news release to the TV and radio media <br />• Prepare notices for Harrison School staff and students' families (request Principal to <br />include in normal communication process) <br />Page 1 of 5 <br />What we do today makes a difference! <br />
