GIBNEY <br />EXECUTIVE DIRECTOR <br />TAX ABATEMENT REPORT <br />TO: SOUTH BEND COMMON COUNCIL <br />FROM: KATHY HAHN <br />SUBJECT: PERSONAL PROPERTY TAX ABATEMENT PETITION FOR: <br />Green Tech Transfer & Recycling LLC <br />DATE: August 10, 2007 <br />On August 9, 2007, a petition for personal property tax abatement consideration for property located at <br />2500 Green Tech Drive was filed with the City Clerk by Green Tech Transfer & Recycling LLC. Pursuant <br />to Chapter 2, Article 6, Section 2-84.2 of the Municipal Code of the City of South Bend, this petition was <br />referred to the Department of Community and Economic Development for purposes of investigation and <br />preparation of a report determining whether the area qualifies as an Economic Revitalization Area <br />pursuant to I.C.6-1.1-12.1 and whether all zoning requirements have been met. <br />The Department of Community and Economic Development has reviewed the petition (a copy ofwhich is <br />attached), investigated the area, and makes the following report. <br />PROJECT SUMMARY <br />Green Tech Transfer & Recycling LLC is a 10.05 acre Brownfield Development to bebuilt as astate-of- <br />the-art trash recycling/transfer facility. The project is on the former Studebaker Plant 8 site off of Ewing <br />Avenue. The prior decaying building on the site is being 98% recycled upon deconstruction. The amount <br />of waste that will be converted annually is estimated at 8,400,000 pounds. The new equipment to be <br />installed on the site has a total estimated cost $3,141,620. It will be used to receive, weigh, sort, and <br />transport reusable items from refuse. Material brought to the transfer station will be unloaded onto the <br />tipping floor, inspected and sorted. Recyclable material will be moved to automatic and manual sorting <br />conveyor and baler systems to be processed and marketed. Non-recyclable material will be transported to <br />approved landfills.
