Pursuant to Chapter 2, Article 6, Section 2-82 of the Municipal Code <br />of the City of South Bend, this petition was referred to the Department of Community and Economic <br />Development for purposes of investigation and preparation of a report determining whether the area <br />qualifies as an Economic Revitalization Area pursuant to 1.C.6-1.1-12.1 and whether all zoning <br />requirements have been met. <br />The Department of Community and Economic Development has reviewed the petition, investigated <br />the area, and makes the following report. <br />PROJECT SUMMARY <br />Green Tech Transfer & Recycling LLC/Mother Earth, LLC are proposing to develop a 10.05 acre <br />Brownfield Development site as astate-of--the-art trash recycling/transfer facility. The site is <br />currently owned by St. Joseph County because of back property tax collection issues with the site. It <br />will be purchased by Mother Earth and leased to Green Tech. The project is on the former <br />Studebaker Plant 8 site off of Ewing Avenue. The prior decaying building on the site is being 98% <br />recycled upon deconstruction. Anew 52,800 sq. ft processing facility will be constructed. The <br />estimated cost of the new building, driveways and storage infrastructure is $1,608,000. The amount <br />of waste that will be converted annually in the facility is estimated at 8,400,000 pounds. Material <br />brought to the transfer station will be unloaded onto the tipping floor, inspected and sorted. <br />Recyclable material will be moved to automatic and manual sorting conveyor and baler systems to be <br />processed and marketed. Non-recyclable material will be transported to approved landfills.
