REGULAR MEETING SEPTEMBER 14, 2009 <br /> <br /> <br /> <br />Councilmember Henry Davis, Jr. 5117 Idlewood Drive, South Bend, Indiana, made the <br />presentation for this Resolution by first offering his comments and then reading the <br />Resolution in its entirety and presenting it to Kennedy Primary Academy Principal <br />Kristine Torok. <br /> <br />A Public Hearing was held on the Resolution at this time. <br /> <br />Councilmember’s White and Dieter offered comments and wished Principal Torok much <br />success in the future. <br /> <br />Councilmember Puzzello made a motion to adopt this Resolution by acclamation. <br />Councilmember White seconded the motion which carried. <br /> <br /> <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 7:07 p.m. Councilmember Rouse made a motion to resolve into the Committee of the <br />Whole. Councilmember LaFountain seconded the motion which carried by a voice vote <br />of nine (9) ayes. Councilmember Puzzello, Chairperson, presiding. <br /> <br />Councilmember Puzzello explained the procedures to be followed for tonight’s meeting <br />in accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br /> <br />Councilmember Puzzello stated that a brochure may be found on the railing in the <br />Council Chambers explaining those procedures. <br /> <br /> <br />PUBLIC HEARINGS <br /> <br /> <br />BILL NO. 49-09 PUBLIC HEARING ON A BILL AMENDING <br /> THE ZONING ORDINANCE FOR PROPERTY <br /> LOCATED AT 2717 SOUTH MAIN STREET, <br /> 2721 SOUTH MAIN STREET, 2729 SOUTH <br /> MAIN STREET AND 217 OAKSIDE, <br /> COUNCILMANIC DISTRICT 6, IN THE CITY <br /> OF SOUTH BEND, INDIANA <br /> <br />Councilmember Kirsits, Chairperson, Zoning & Annexation Committee, reported that <br />this Committee met this afternoon and it was the consensus of the Committee to send this <br />bill to the full Council with a favorable recommendation. <br /> <br />th <br />Ms. Christa Nayder, Staff Member, Area Plan Commission, 11 Floor County-City <br />Building, South Bend, Indiana, presented the report from the Area Plan Commission. <br /> <br />Ms. Nayder advised that the petitioner is requesting a zone change from LB Local <br />Business to GI General Industrial District to allow a mortgage services company which <br />provides services such as mowing, demolition re-key, board-ups, and hauling away trash. <br />The property will be used for storage of equipment and steel fabrication. She stated that <br />on site is a vacant commercial building and two single family homes. To the north is an <br />adult bookstore zoned LI Light Industrial District. To the east are three single family <br />homes and Miller Hydraulic Service zoned LB Local Business District. To the south are <br />single family homes zoned SF2 Single Family and Two Family District and vacant land <br />zoned LI Light Industrial (Pending rezoning to GI General Industrial District.) to the <br />west is Accucast Technology zoned GI General Industrial District. The total area is 1.10 <br />acres. There is an 8,575 square foot building and two single family homes on the site. <br />The buildings cover 11,434 square feet or 20% of the site. No parking is shown on the <br />site plan. There are some paved areas around the houses, covering 5,161 square feet or <br />11% of the site. The open area is 31,173 square feet or 65% of the site. The site will <br />need variances for setbacks and landscaping. To the south there is a pending rezoning <br />from LI Light Industrial District to GI General Industrial District for the Orangensaft <br />property.
