REGULAR MEETING SEPTEMBER 28, 2009 consisting of discretionary purchase of PERF benefits for a retiring employee. Mayor Luecke advised that the revised attachment consists in the addition of a new position: Director of Energy Conservation. He noted the 2010 salary for this position is $68,016.00. This new position does not affect in any way the 2010 General Fund budget because the position will be funded entirely from an Energy Efficiency & Conservation Block Grant for calendar years 2010 and 2011. Thereafter, from 2012 forward, the position will be funded by the energy consumption savings achieved from the work and programs of the Director of Energy Conservation. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember Dieter made a motion for favorable recommendation to full Council concerning this bill. Councilmember White seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 65-09 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, SETTING THE ANNUAL SALARY FOR THE MAYOR FOR CALENDAR YEAR 2010 BILL NO. 66-09 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, SETTING THE ANNUAL SALARY FOR THE CITY CLERK FOR CALENDAR YEAR 2010 Councilmember Oliver Davis made a motion to combine these bills for the purpose of Public Hearing. Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) ayes. Councilmember LaFountain, Chairperson, Personnel and Finance Committee, reported that this committee held a meeting this afternoon and it was the consensus of the committee to send these bills to the full Council with a favorable recommendation. th Mayor Stephen Luecke, 14 Floor County-City Building, 227 W. Jefferson Blvd., South Bend, Indiana, made the presentation for these bills. Mayor Luecke advised that Bill No. 65-09 is the 2010 Mayor’s salary and is prescribed under Indiana Law, I.C. 36-4-7-2(c), and that the Mayor’s salary may not be reduced from the prior year amount. He noted that this bill maintains the Mayor’s salary at the 2008 rate. He further advised that Bill No. 66-09 sets the 2010 salary for the City Clerk. This bill is also prescribed by State Law and the salary requested represents no increase from last year. Mayor Luecke also noted that he is giving back 5% of his salary. Councilmember Henry Davis asked how that 5% is tracked. Mayor Luecke stated through payroll deduction. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard.
