REGULAR MEETING SEPTEMBER 28, 2009 <br /> <br /> <br /> <br />consisting of discretionary purchase of PERF benefits for a retiring employee. Mayor <br />Luecke advised that the revised attachment consists in the addition of a new position: <br />Director of Energy Conservation. He noted the 2010 salary for this position is <br />$68,016.00. This new position does not affect in any way the 2010 General Fund budget <br />because the position will be funded entirely from an Energy Efficiency & Conservation <br />Block Grant for calendar years 2010 and 2011. Thereafter, from 2012 forward, the <br />position will be funded by the energy consumption savings achieved from the work and <br />programs of the Director of Energy Conservation. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember White seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />BILL NO. 65-09 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, SETTING THE ANNUAL <br /> SALARY FOR THE MAYOR FOR CALENDAR <br /> YEAR 2010 <br /> <br />BILL NO. 66-09 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, SETTING THE ANNUAL <br /> SALARY FOR THE CITY CLERK FOR <br /> CALENDAR YEAR 2010 <br /> <br />Councilmember Oliver Davis made a motion to combine these bills for the purpose of <br />Public Hearing. Councilmember Dieter seconded the motion which carried by a voice <br />vote of nine (9) ayes. <br /> <br />Councilmember LaFountain, Chairperson, Personnel and Finance Committee, reported <br />that this committee held a meeting this afternoon and it was the consensus of the <br />committee to send these bills to the full Council with a favorable recommendation. <br /> <br />th <br />Mayor Stephen Luecke, 14 Floor County-City Building, 227 W. Jefferson Blvd., South <br />Bend, Indiana, made the presentation for these bills. <br /> <br />Mayor Luecke advised that Bill No. 65-09 is the 2010 Mayor’s salary and is prescribed <br />under Indiana Law, I.C. 36-4-7-2(c), and that the Mayor’s salary may not be reduced <br />from the prior year amount. He noted that this bill maintains the Mayor’s salary at the <br />2008 rate. He further advised that Bill No. 66-09 sets the 2010 salary for the City Clerk. <br />This bill is also prescribed by State Law and the salary requested represents no increase <br />from last year. Mayor Luecke also noted that he is giving back 5% of his salary. <br /> <br />Councilmember Henry Davis asked how that 5% is tracked. <br /> <br />Mayor Luecke stated through payroll deduction. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill. <br /> <br /> <br /> <br /> 4 <br /> <br />
