~~~ <br />PUBLIC AGENDA SESSION NOVEMBER 29.2006 <br />The Board of Public Safety met in the Public Agenda Session at 8:01 a.m. on Wednesday, <br />November 29, 2006 with President Jesusa Rodriguez present. Board Members Juanita Dempsey, <br />Donald Alford, Patrick D. Cottrell and Bruce J. BonDurant were present. Also present were <br />Board Attorney Thomas Bodnar, Police Chief Thomas Fautz, and Fire Chief Luther Taylor. <br />The meeting was held in the Board of Public Works Meeting Room, 13`h Floor County City <br />Building, South Bend, Indiana. <br />' Board members discussed the following item(s) from that list: <br />- Addition to the Agenda -Police <br />President Rodriguez stated there was an addition to the Agenda for the Police Department <br />requesting an extended Medical Leave. <br />- Minutes <br />Mr. Cottrell noted an error in the minutes on page 114 in the first paragraph that stated <br />that he was present for the Special Meeting. It was noted that Mr. Cottrell was not <br />present for the Special Meeting of November 20, 2006. <br />- Resolutions 69-2006 -Fiscal Plans/Annexations -Drake Annexation Area <br />Chief Taylor stated that the Fire Department had no problems with access. Chief Fautz <br />did not have any concerns with coverage by the Police Department. <br />- Resolutions 70-2006 -Fiscal Plans/Annexations -Stadium Village Annexation Area <br />Mr. Bodnar stated there was some concern about Police and Fire access in the Stadium <br />Village Annexation Area. Chief Taylor stated he was not aware of any concerns and did <br />not see a problem with Fire Department access. Chief Fautz stated the Police Department <br />had no concerns with coverage. Mr. Bodnar stated that Mr. Cottrell's employer was <br />opposed to the Stadium Village Annexation Area and recommended that Mr. Cottrell <br />refrain from voting. <br />- Promotion -Police Department <br />Chief Fautz stated there were six good candidates for promotion from the rank of <br />Patrolman to the rank of Corporal effective December 5, 2006. He indicated that <br />Patrolman Anthony Pearson was highly recommended. Chief Fautz stated that Patrolman <br />Billy PeItetier has done a tremendous job, and displayed a positive attitude, in spite of <br />injuries from gun wounds. He noted that Patrolman Mullins and Patrolman Camparone <br />spent time in Iraq. <br />- Correction to Leave of Absence Letter -Police Department <br />Chief Fautz stated that there were seven days missed when they looked up available <br />vacation time for Corporal Anne Schellinger, and they request that her medical leave be <br />extended to include those seven days. <br />- Donations -Police Department <br />Chief Fautz noted that the Police Department will no longer accept donations from bank <br />accounts. All donations must come in directly to the Police Department to meet the <br />requirements of the State Board of Accounts that they show a clean money trail. <br />- Resolution No. 65-2006 -Holiday Schedule <br />Mr. Bodnar stated that the Holiday Schedule is basically the same as previous years. <br />- Resolution No. 71-2006 -Establishing Amounts for Lateral Entry Payments to New Members <br />of the South Bend Police Department. <br />Chief Fautz stated that the above mentioned Resolution was a recruiting tool that would <br />allow the Police Department to pay a maximum bonus of $3,500.00 directly to those <br />individuals found to be eligible and qualified to be a candidate of the South Bend Police <br />Department who had requisite law enforcement experience and certification. The Police <br />Department would save approximately $13,000.00 in training expenses by hiring <br />experienced, certified individuals. <br />- Extended Medical Leave -Police <br />Chief Fautz stated that Sergeant Charles Stokes has exhausted all of his sick time and is <br />in need of surgery. He requested the Board grant Sergeant Stokes an extended medical <br />leave of forty-two (42) calendar days, the maximum allowed. <br />- Promotion -Fire Department <br />The Board agreed to discuss the promotion in their Executive Session. <br />- Monthly Statistical Analysis -Fire Department <br />Chief Taylor stated there were no comments on the Monthly Statistical Analysis. <br />
