c7 <br />PUBLIC AGENDA SESSION <br />JULY 26, 2006 <br />"1'I~e Board of Public Safety met in the Public Agenda Session at 8:05 a.m. on <br />Wednesday, July 26, 2006 with President Jesusa Rodriguez. Board Members Juanita <br />Dempsey, Donald Alford, Patrick D. Cottrell and Bruce J. BonDurant were present. <br />Police Chief Thomas Fautz was not present. Also present were Uniform Division Chief <br />Darryl Boykins, Fire:Chief Luther Taylor and Board Attorney Thomas Bodnar. <br /> .The meeting was held in the Board of Public Works Meeting Room, 13`h Floor County <br /> City Building, South Bend, Indiana. <br /> Board members discussed the following item(s) from that list: <br /> -Additions ~ • <br /> Request for Letter to Pension Board -Police Department <br /> - Letter of Understanding -Fire Department <br /> Mr. Tom Bodnar, Legal, stated this report comes from a joint committee of members <br /> of the Labor-Management Committee of the South Bend Fire Department, <br /> representing the Fire Department Administration and Local 362 of the International <br /> Association of Firefighters, AFL-CIO. Mr. Bodnar stated this is a recommendation to <br /> establish a new promotion process in the South Bend Fire Department. Mr. <br /> BonDurant noted the following corrections to the report: Item 4.0. "Personnel Jack" <br /> corrected to "Personnel Jacket", and "Pass/Fail" corrected to "Pass-Fail". Also, item <br /> ,4.2., the " 2." should be tabbed to the right one (1) more step, and the "d." then tabbed <br /> to the right one (1) more step. For Item 5., the 40% should be underlined and 100% <br /> entered below it. Chief Luther Taylor commented the report is not intended to be all <br /> inclusive, and through their hard work, the joint committee recognizes that not all <br /> issues are addressed. Ms. Rodriguez commented about possibility of a Board of <br /> Public Safety member serving on this joint committee. Mr. Bodnar stated this report <br /> would not prevent any grieveable rights. <br /> -Statistics -Fire Department <br /> Chief Taylor commented the run volume is normal. Mr. Alford requested the Police <br /> and Fire Departments coordinate the yearly order comparing "2005" verses "2006" <br /> are displayed. <br /> - Retirement -Police Department <br /> Mr. Bodnar stated Captain Friend provided considerable service to the City, and <br /> worked with the elderly. <br /> - Promotion -Police Department <br /> Mr. Bodnar stated the correspondence date should be corrected to "July" rather then <br /> `.Tune". Mr. BodrTar noted that Corporal Ronald Nowicki had been demoted <br /> previously, however, using a consistent period of time as with others, Corporal <br /> Nowicki is being promoted back to his rank of Sergeant. <br /> - Donations -Police Department <br /> Mr. Bodnax stated four (4) donations to the Police Department were being <br /> acknowledged. <br /> - Employee Recognition -Police Department <br /> Chief Boykins noted due to department vacations they were delayed in determining <br /> the May Employee of the Month Award. <br /> - Statistics -Police Department <br /> Chief Boykins stated there are still problems with people entering vacant houses <br /> removing scrap metals, however they are promoting Neighborhood Watch to identify <br /> These burglaries. Shootings seem to be occurring in African-American communities <br /> which seem to be having problems at this time. Motor vehicle thefts may be <br />attributable to summer time, possible "chop shops" near by, joy riders, or drug <br /> exchanges occurring., Chief Boykins also .noted traffic enforcement will be on the <br /> hncrease due to the start of school approaching. <br /> - (otter to Pension Board -Police Department <br /> Mr. Bodnar states the Chief is asking the Board to recommend the Pension Board <br /> have a hearing to address the issue, as the officer involved chooses not to request a <br /> hearing. <br />
